OPIUM Decree. Chinese proposals contained in your telegram No. 232 of the
Foreign Office, February 4, 1907.

From proposal No. 1 it appears to us that Chinese Government do not press that mber of chests of opium exported to China from India should be limited during the ur 1907. Are we correct in taking this view?
Government of India strongly desire that January 1908 should be date from which settlement, based on the Chinese proposals, should take effect; they deprecate any auge until that date, as they have notified the continuance of the present rate of ales up till then.
Would such an arrangement be satisfactory?
